Authorizes the City of Marlborough to use a simplified procedure for accepting subdivision roads as public ways, bypassing standard requirements under chapters 79 and 82 of the General Laws

Requires the planning board to hold a public hearing with at least 7 days written notice to abutting property owners, followed by certification within 21 days that the road meets subdivision plan requirements

City council must hold a meeting within 45 days of receiving planning board certification and may accept the road as a public way by majority vote

Upon recording the order of acceptance at the registry of deeds within 90 days, the city gains fee ownership of the road and all municipal easements including utility, drainage, and access easements

Property owners and abutters have no claim for compensation against the city for road acceptance under this procedure
