Commission membership includes the Commissioner of Higher Education (chair), legislative leaders, university presidents, representatives from teachers' unions, architects, building trades, and students

Establishes a dedicated Green and Healthy Public College and University Building Fund administered by the Board of Higher Education, funded through appropriations, bond proceeds, grants, and donations

Requires all public higher education buildings to meet green and healthy building standards by December 31, 2037, with the commission's first plan due by December 31, 2028

Mandates public hearings at every public higher education institution and prioritizes buildings with greatest needs, including those serving low-income or historically underserved students
