Grants the district authority to raise taxes annually to cover operating expenses, debt service, and principal payments, with the same tax collection powers as municipalities including property takings

Permits the district to borrow money and issue bonds or notes with repayment terms of up to 30 years, subject to Chapter 44 of Massachusetts General Laws

Allows expansion of the district into specific areas of abutting towns by district vote, and exempts district inhabitants from taxation by their respective towns for other fire department services
