Authorizes release of approximately 15,977 square feet from a conservation restriction along Stillwater and Upper roads in Deerfield to allow MassDOT rehabilitation of the Upper Road bridge over the Deerfield River (Bridge No. D-06-001)

Requires the town of Deerfield to convey a conservation restriction over approximately 5.5 acres along the Deerfield River at Martins Falls Road (parcel 87-8) as mitigation to ensure no net loss of Article 97 protected land

Town must also provide the Department of Conservation and Recreation a foot-access easement to the mitigation land from a public way

If the mitigation land value is less than the released land value, the town must pay 110% of the difference to the conservation trust for future land acquisition

MassDOT assumes all costs for engineering, surveys, appraisals, and deed preparation; the Inspector General must review and approve property appraisals before conveyance
