Amends Plymouth's town charter to establish a Representative Town Meeting-Select Board-Town Manager form of government, with 9 Town Meeting Members elected per precinct for 3-year overlapping terms

Requires two annual Representative Town Meetings (spring for budget/appropriations, fall in last four months) with a two-thirds quorum, roll call votes on all motions, and mandatory attendance by the Town Manager, department heads, and key board chairs

Creates a 15-member Advisory and Finance Committee appointed by the Moderator for 3-year terms to conduct public hearings on budgets, issue recommendations at least 14 days before Town Meeting, and present the proposed budget

Establishes recall procedures for both townwide elected officials (requiring 250 initial signatures and 15% of registered voters on petition) and Representative Town Meeting Members (100 initial signatures), with special elections held within 64-80 days

Requires mandatory charter review at least every 5 years by a committee appointed by the Moderator, one Select Board member, and one member of the Committee of Precinct Chairs
