Amends Chapter 349 of the Acts of 1986 to expand the definition of "Parks" to include all Massachusetts Port Authority public open spaces in East Boston outside Logan Airport: Piers Park (Phases I, II, and III), Bremen Street Park, Al Festa Little League field, and the Narrow Gauge Extension

Restructures the East Boston Project Advisory Committee (PAC) as a 21-member body with 3-year terms, appointed equally by the district's state representative, state senator, and city councilor, with members required to be East Boston residents at least 18 years old

Requires PAC approval for all preliminary and final designs for new parks, and mandates the PAC reflect demographic, linguistic, and geographic diversity including immigrants, persons of color, seniors, environmental advocates, and persons with disabilities

Directs the Massachusetts Port Authority to immediately commence construction of Phase II park, fund design and construction of Phase I and II from general revenues, and enter into contracts with the PAC establishing operation, security, and maintenance standards comparable to similar regional waterfront parks

Allows the Authority to lease Phase III park for up to 99 years to a nonprofit conservation organization, with construction by such nonprofits exempt from public works bidding requirements but still subject to prevailing wage laws
