Establishes a legal definition for "Hispanic-serving institution" in Massachusetts as an accredited college with at least 25% Hispanic undergraduate enrollment, offering two-year or higher degree programs, and serving high-need students

Creates a state grant program, subject to legislative appropriation, to fund Hispanic-serving institutions for improving their capacity to serve Hispanic and low-income students

Authorizes grant funds for facility improvements including construction, renovation, and maintenance of classrooms, libraries, and laboratories, as well as purchase of scientific equipment

Permits funding for academic support services such as tutoring, counseling, remedial education, English language instruction, faculty development, and two-year to four-year transfer programs

Allows grants to support institutional development activities including endowment funds, distance education technology, teacher preparation programs, K-12 outreach, graduate program expansion, and student financial literacy services
