Requires health insurance policies to cover fertility diagnostic care and treatment, including at least 4 oocyte retrievals, unlimited embryo transfers, and unlimited intrauterine and intracervical insemination cycles

Expands the definition of "infertility" to include physician findings based on medical history, need for donor gametes/embryos, inability to conceive after 12 months (under 35) or 6 months (35+), and risk of transmitting genetic abnormalities

Mandates coverage for cryopreservation storage until age 35 or for 5 years minimum, whichever is later

Prohibits insurers from imposing conditions based on prior treatment, age, sexual orientation, gender identity, or familial status to receive fertility benefits

Directs the Office of Health Equity to study accessibility of family-building resources for LGBTQ individuals and report findings by December 31, 2026, while requiring development of LGBTQ family-building training modules for medical professionals worth up to 2 continuing education credits
