Establishes a Statewide Steering Committee on Sickle Cell Disease within the Department of Public Health, comprising 17+ members including patients, medical professionals, and community representatives, to coordinate care networks and develop educational materials

Creates a sickle cell disease detection and education program with grants for screening, counseling, and outreach, plus requires establishment of a comprehensive disease registry tracking patient demographics, treatments, and health outcomes

Requires Medicaid managed care organizations by January 1, 2027 to implement sickle cell disease quality strategies including 90-day member identification goals, care coordination, provider training curricula, and exceptions to prior authorization limits for pain medications
