Authorizes the town of Cohasset to issue 5 additional on-premises alcoholic beverage licenses beyond the standard quota set by state law (Chapter 138, Section 17)

Restricts licenses to establishments in three designated economic development zones: Village District, 3A Commercial District, or Harbor District, as defined in the September 2024 zoning map

Limits license use to dining rooms of common victuallers (restaurants) and other public areas approved in writing by the local licensing authority

Prohibits transfer of licenses outside their original zoned district; new applicants must provide good-standing letters from the Department of Revenue and Department of Unemployment Assistance

Requires all 5 licenses to be initially issued within 5 years of the act's effective date, though licenses may be reissued to new applicants thereafter if returned to the licensing authority
