Rural municipalities with population under 10,000 and density under 500 people per square mile may authorize golf cart operation on public roads through local acceptance

Golf carts must meet low-speed vehicle safety standards, be recorded with the town clerk, display an annual decal, carry insurance, be titled, and pass annual safety inspection

Operators must hold a valid driver's license (or learner's permit with supervision if 16+), cannot exceed 20 mph, and cannot operate between one-half hour after sunset and one-half hour before sunrise

Alcohol consumption and open containers are prohibited; all occupants must wear seat belts; sidewalk operation is banned; speed-enhancing modifications are prohibited

Registrar must issue regulations within 90 days of passage; municipalities cannot implement the program until final regulations are published
