Establishes a universal asset-building accounts pilot program for up to 1,000 eligible families using the state's Moving to Work housing authority flexibility from HUD

Creates Family Self-Sufficiency (FSS) escrow accounts where the state deposits amounts equal to rent increases attributable to families' earned income growth during program participation

Participation is voluntary with opt-out allowed at any time; housing assistance cannot be delayed, denied, or terminated based on participation decisions

Pilot program must launch by January 1, 2027 and operate for at least 5 years, with philanthropic and non-profit partners sought to fund administration and evaluation costs

Requires a study and report to legislative leadership within 2 years of program conclusion evaluating effectiveness in achieving economic independence and impact of coaching services on incomes
