Amends Bridgewater Town Charter Article IV, Section 4-3 to modify the town manager's appointment powers for boards, committees, and agencies

Town manager retains authority to appoint all boards, committees, and agencies except ad hoc committees established by a 2/3 vote of the Town Council

Requires all members of appointed boards and committees to be residents of Bridgewater

All appointments by the town manager must be ratified by the town council as defined in the administrative code

Mandates the town manager to form a citizen's advisory committee to help evaluate and select appointees, with the committee's size and terms set by ordinance
