Worcester would gain authority to adopt zoning ordinances requiring Institutional Master Plans for large-scale institutional facilities, including hospitals, health care institutions, colleges, universities, and non-profit educational corporations

Institutional Master Plans must identify existing and future growth and development for land owned, leased, or occupied by covered institutions, enabling public review of development impacts

Special permits for institutional uses may be set to expire and require renewal after 10 years

Existing institutions at the time of ordinance adoption must apply for special permits within 120 days

Takes effect immediately upon passage; has received local approval from Worcester City Council
