Establishes a sick leave bank specifically for David A. Russell, an employee of the Massachusetts Department of Corrections

Allows any DOC employee to voluntarily contribute one or more sick, personal, or vacation days to the bank for Russell's use

Restricts use of banked days to absences related only to the illness or disability that necessitated creating the bank

Transfers any remaining banked time to the extended illness leave bank if Russell terminates employment or requests to dissolve the bank

Declared an emergency law for immediate effect upon passage
