Sale price must equal full and fair market value based on an independent appraisal reviewed and approved by the Inspector General

Wakefield Investments, Inc. bears all costs including engineering, surveys, layout alterations, recording fees, appraisals, and deed preparation

Declared an emergency law for immediate effect; requires the Secretary of Transportation to submit the Inspector General's appraisal report to legislative committees at least 15 days before executing the conveyance
