Authorizes the Town of Scituate to convert 2 existing seasonal liquor licenses to year-round annual licenses: one for Salt Marsh Winery at 17 New Driftway and one for Split Rock Scituate at 360 Gannett Road

Grants 2 additional new on-premises all-alcohol licenses restricted to establishments within 3 designated economic development zones: Harbor Business District, Greenbush Driftway Gateway District, and North Scituate Village

Licenses cannot be transferred to different locations; converted licenses are locked to their current addresses, while new licenses must remain within their designated zoning districts

All licenses must be initially issued within 3 years of the act's effective date; unused or revoked licenses return to the licensing authority and dissolve if not reissued within 3 years

Licenses may only be used in dining rooms of common victuallers and other public areas approved in writing by the local licensing authority
