Distributes funds through grants to eligible entities including higher education institutions, nonprofits, community health centers, tribal organizations, public health agencies, and individuals seeking to join the perinatal behavioral health workforce

Prioritizes grant funding for entities serving medically underserved populations or operating in areas with significant racial, ethnic, or geographic disparities in perinatal health outcomes

Requires annual public reporting on grant applications, awards, dollar amounts, participant demographics (age, race, ethnicity, gender identity, language, zip code), and impact on healthcare workforce shortages

Mandates the Secretary provide technical assistance to grant applicants and recipients for program development, evaluation, and post-grant sustainability
