Establishes a commission to research topical steroid addiction and Topical Steroid Withdrawal Syndrome, described as a severe and debilitating condition resulting from intentional or unintentional exposure to topical steroids

Commission consists of 8 members: 1 Department of Public Health representative and 7 governor appointees including a dermatologist, pediatrician, pharmacist, immunologist, and 3 individuals or parents impacted by the syndrome

Commission may conduct public hearings, forums, and meetings to gather information on medical protocols for prevention, early detection, and treatment

Aims to generate awareness of the condition among health care providers, patients, and consumers when prescribing medications

Annual report due by June 30 to the governor and legislature with recommendations and draft legislation; interim reports permitted as appropriate
