Creates new category of "other law enforcement officer" in Massachusetts law covering civil deputy sheriffs, constables, court officers, harbormasters, parole officers, probation officers, and corrections officers who enforce civil, criminal, administrative, or judicial orders

Establishes a division within the Peace Officer Standards and Training Commission to oversee certification, training, and standards for these other law enforcement officers, requiring minimum 40 hours of annual in-service training with flexible part-time, weekend, or evening formats

Adds two members to an existing commission: one appointed by the Massachusetts Bay Constables Association and one by the Massachusetts Constables Association

Creates the Civil Deputy Sheriffs and Constables Training Fund, funded by a $2 surcharge on civil court filing fees, to be administered by the Secretary of Public Safety and Security

Exempts civil deputy sheriffs or constables with 10 or more consecutive years of service prior to December 31, 2020 from the new certification requirements
