Authorizes the House Committee on Transportation to conduct an investigation and study during the General Court recess on eight bills related to vehicle registration and dealers

Topics under study include peer-to-peer car sharing, parking with auction dealer license plates, private sale requirements for used vehicles, expired motor vehicle inspection stickers, new motor vehicle inspections, and Native American tribal registration plates

Requires the Department of Highways to acquire a portion of Brook Street and Willet Pond Dam in Norwood by eminent domain (H.3770)

Directs the Registry of Motor Vehicles to create and maintain an approved bill of sale form for private sellers (H.3745)

Committee must file its findings, recommendations, and draft legislation with the Clerk of the House by December 31, 2026
