Amends Chapter 137 of the acts of 1884 to establish a 5-member board of water commissioners for the Dalton Fire District, elected by ballot to oversee water works construction, set water prices, and manage the sinking fund

Grants the board of water commissioners authority to appoint the district treasurer and district clerk, who will hold all powers vested by law in those offices

Establishes staggered 3-year terms for board members, with the first election filling 3 positions (2 for 3-year terms, 1 for 2-year term) based on vote totals received

Requires annual elections of 1 or 2 commissioners to maintain the 5-member board, with the board annually electing a chairperson from among its members

Current board members serving on the effective date will complete their existing terms before the new election structure takes effect
