Authorizes the Committee on Municipalities and Regional Government to conduct an investigation and study during the General Court recess on three topics: commercial breeder dog kennels (H.2245), care and sale of cats, dogs, and rabbits (H.2256), and establishing a municipal building assistance program and building authority (H.2333)

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026

Reported favorably by the committee on November 17, 2025, with a recommendation for adoption
