Replaces Section 12 of the Holyoke City Charter to modernize notification procedures for special City Council meetings

Authorizes the Mayor or City Council President to call special meetings by providing electronic notification to all Council members at least 48 hours in advance

Requires notifications to include a statement of subjects to be considered at the special meeting

Allows Council members to opt for alternative notification methods including mail, hand delivery to residence, or delivery to City Hall desk

Repeals inconsistent provisions from Chapter 438 of the Acts of 1896 and Chapter 327 of the Acts of 1936
