Establishes a special commission to study reforms for improving housing affordability, increasing housing density, and reducing regulatory barriers in Massachusetts

Commission will analyze zoning regulations (minimum lot sizes, height restrictions, multi-family housing prohibitions), investigate exclusionary zoning practices, and study best practices from other states using econometric models and AI-driven methodologies

Commission membership includes 12 members: Joint Committee on Housing chairs as co-chairs, 4 legislative appointees, House and Senate Minority Leaders or designees, Secretary of Housing, a Federal Reserve Bank of Boston housing economist, municipal planner, home builders representative, legal scholar, and nonprofit housing advocate

Report with findings and recommendations due to the legislature by December 31, 2026
