Authorizes conveyance of land at 782 Crescent Street in Brockton (bounded by Beaumont Avenue, Quincy Street, Crescent Street, and Burrill Avenue) to Catholic Charitable Bureau of the Archdiocese of Boston for $1, restricted to 100% affordable housing for households at or below 80% area median income and a community multi-services center

Requires property to revert to the commonwealth if no longer used for affordable housing and community services; purchase must be completed by December 31, 2030, or the commissioner may sell or lease the property through competitive bidding for up to 99 years

Authorizes separate conveyance of 3.818 acres to the city of Brockton for $1 for redevelopment, with net proceeds from any subsequent sale or lease split equally between the city and commonwealth (commonwealth share may be reduced to 40% to incentivize expeditious sale)

Permits no-cost transfer of portions of parcels 143-080, 143-079, and 143-081 adjacent to Quincy Street to Brockton for vehicle safety improvements, including a turning lane for Massasoit Community College access

Commonwealth's share of proceeds from land sales deposited into expendable trust for Massasoit Community College capital repairs, deferred maintenance, and decarbonization projects
