Division of Capital Asset Management and Maintenance may grant permanent easements to the City of Lowell over approximately 6,750 square feet of state conservation land along the Merrimack River for construction and maintenance of outfall structures and drainage systems

Easements cover 3 parcels currently under Department of Conservation and Recreation control, described in the "Bunker Hill Outfall Easement Plan" dated December 2024

City of Lowell must compensate the commonwealth through improvements to nearby DCR property equal to or greater than the fair market value of the easements, with any cash payments deposited in the Conservation Trust

Easement holder must restore surface conditions to equivalent or better condition within 24 months after completing work in the easement area

Declared an emergency law taking effect immediately; easements revert to the commonwealth if the city ceases using them for the specified drainage purposes
