Authorizes the Transportation Committee to conduct an investigation and study during a recess of the General Court on two matters: suspension/revocation of motor vehicle licenses for failure to pay municipal fines (H.3803) and out-of-state operator motor vehicle license applications (H.3807)

Requires the committee to report findings, recommendations, and any draft legislation to the Clerk of the House of Representatives by December 31, 2026
