Authorizes the Committee on Community Development and Small Businesses to conduct an investigation and study during the General Court recess on five related bills (H.302, H.303, H.308, H.314, and H.316)

Study topics include housing production plans, municipal community development planning assistance, industrial mill building revitalization, Western Massachusetts sustainable development, and business competitiveness/affordable living

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026
