Establishes a special legislative task force to study the creation of an Underground Railroad, civil rights, and Black heritage museum and cultural center in Springfield, Massachusetts

Task force responsibilities include reviewing the history of slavery and civil rights in western Massachusetts, recommending a location, identifying partner institutions, estimating costs and timelines, and determining operational requirements

Task force membership includes 11 members: co-chairs from the Joint Committee on Racial Equity, Civil Rights, and Inclusion; appointees from legislative leadership and the governor; and representatives from the Greater Springfield Convention and Visitors Bureau, Mayor of Springfield, Museum of African American History, Massachusetts Cultural Council, and Black Advisory Commission

Center's stated purposes are to address lingering effects of slavery and discrimination against African Americans, and to enhance regional tourism and attract conferences to Springfield

Task force must file its report with findings and recommendations by July 31, 2027
