Establishes a 5-member Boston Inspector General Oversight Commission appointed by the Governor, with staggered terms of 1-5 years, replacing the existing Finance Commission structure under Chapter 486 of the Acts of 1909

Commission appoints an Inspector General to serve a 5-year term (maximum two terms) who must obtain Certified Inspector General certification within 1 year of hiring and be selected based on integrity and expertise in areas like auditing, investigation, or public administration

Inspector General has authority to investigate all City of Boston and Suffolk County financial matters including fraud, waste, abuse, and mismanagement, with subpoena power and access to all city records

Requires annual report publication by March 1st, annual appearances before City Council, and protects whistleblowers from retaliation by city employees, contractors, or agents

City must annually appropriate funding for the Commission, with appropriations not to fall below the prior year's level unless the Inspector General or Commission votes to accept reduced funding; takes effect 120 days after passage
