Authorizes the Committee on Financial Services to conduct an investigation and study of 31 House bills related to insurance and banking issues during a recess of the General Court

Topics under study include: insurance liens, agent notification requirements, life insurance Medicaid exemptions, banking law updates, public insurance adjusters, retirement savings programs, pet insurance, bank fees, unemployment insurance, and flood zone property purchases

Committee must report findings, recommendations, and any draft legislation to the Clerk of the House of Representatives by December 31, 2026

Consolidates multiple petitions from various representatives into a single study order rather than advancing individual bills
