Authorizes the Commissioner of Public Health to designate contagious and infectious diseases as having "heightened public health importance"

Eliminates cost sharing (co-payments, coinsurance, deductibles) and utilization review requirements (prior authorization, step therapy) for prevention, diagnosis, or treatment of designated diseases

Applies to all major insurance types: Group Insurance Commission plans for state employees, MassHealth, commercial insurers, Blue Cross Blue Shield, HMOs, and preferred provider organizations

Requires the commissioner to maintain a public list of designated diseases, review designations at least annually, and notify relevant agencies and insurers within 30 days of any designation

Exempts health savings account-compatible plans governed by federal tax code from cost-sharing prohibitions to preserve their tax-exempt status
