Amends Chapter 176O of the General Laws by adding Section 31 to define "health savings account-qualified health insurance policy" as individual or group coverage meeting federal high deductible health plan criteria under 26 U.S.C. § 223

Exempts HSA-qualified health insurance policies from state-mandated prohibitions on cost-sharing requirements for covered benefits, to the extent necessary to maintain federal HSA qualification

Preserves state-required preventive care coverage without cost-sharing, as defined by U.S. Department of Treasury regulations under 26 U.S.C. § 223
