Amends Chapter 3, Section 38C of Massachusetts General Laws to update the process for reviewing proposed mandated health insurance benefit bills

Requires House and Senate Ways and Means committees to include a review from the Center for Health Information and Analysis (CHIA) when favorably reporting mandated health benefit bills

Establishes a 180-day deadline for CHIA to complete reviews upon committee request; committees may proceed without the review if CHIA misses the deadline

Mandates comprehensive analysis covering public health impacts, medical efficacy, financial impacts over 5 years, effects on essential health benefits, and cost impacts on employers, individuals, MassHealth, and the Health Connector

Requires CHIA to issue a comprehensive report at least every 5 years on the cost and public health impact of all existing mandated benefits, in consultation with DPH and UMass Medical School, with authority to propose repealing benefits that no longer meet clinical standards
