Requires insulin manufacturers with Medicaid drug rebate agreements to offer a one-time annual 30-day emergency supply at no cost to individuals with less than a 7-day supply who are at risk of rationing.

Establishes eligibility for manufacturer patient assistance programs: U.S. citizens or legal residents with household income at or below 400% of federal poverty level who lack private drug coverage or federal benefits (Medicare Part D enrollees may qualify with conditions).

Mandates manufacturers respond to assistance program applications within 14 days and enroll eligible applicants for one year.

Imposes a $100,000 per month fine on pharmaceutical manufacturers that fail to comply with the patient assistance program requirements.
