Authorizes the Commissioner of Insurance to exempt health insurance carriers from certain regulatory requirements under Chapter 176J if the majority of their membership is enrolled in a single rate region or in subsidized coverage under Chapter 176Q

Carriers receiving 80% or more of their income from government programs, including state or federal subsidized coverage, may also qualify for exemption

Prohibits contract provisions that grant health care providers a guaranteed right of participation in select or tiered network plans

Bars "all-or-nothing" contracting requirements that force carriers to include all members of a provider group in the same network tier or select network plan
