Authorizes South Hadley to grant 4 additional on-premises liquor licenses for restaurants and 2 additional off-premises liquor licenses for package stores, beyond standard state limits under Chapter 138

On-premises licenses are restricted to dining rooms of licensed restaurants and other public areas approved in writing by the licensing authority

Licenses cannot be transferred to different locations but may be granted to new applicants at the same location with proof of good standing from the Department of Revenue and Department of Unemployment Assistance

Terminated, revoked, or unused licenses must be returned to the licensing authority, which has 3 years to reissue them at the same location before they dissolve

Off-premises license recipients must surrender their existing wine and malt beverage license upon receiving the new all-alcohol license; all licenses must be issued within 1 year of the act's effective date
