Establishes a 5-site pilot program for non-profit therapeutic psilocybin treatment centers in western Massachusetts, central Massachusetts, North Shore, South Shore, and Metro Boston areas

Requires centers to be operated by medical professionals, psychiatrists, psychologists, or therapists with psilocybin training, and mandates local board of health approval before applying for state licensure

Provides legal protections for participants, staff, property owners, and center operators from criminal prosecution, civil penalties, professional licensing actions, and asset seizures related to their involvement in licensed centers

Creates an advisory committee chaired by the Secretary of Health and Human Services to develop regulations and study potential decriminalization of psilocybin for PTSD and other conditions supported by clinical research

Requires the Department of Public Health to report to the legislature within 18 months of implementation, including data on participant visits, mental health referrals, adverse events, and financial reports
