Creates new criminal penalties for driving on a suspended/revoked license (non-administrative suspensions only) when the driver operates recklessly or negligently and causes injury, serious bodily injury, or death to another person

Penalties for causing injury: up to 2½ years in house of correction and/or up to $1,000 fine; license revocation of 60 days to 1 year

Penalties for causing serious bodily injury: up to 2½ years in house of correction or up to 5 years in state prison and/or up to $3,000 fine; 2-year license revocation; repeat offenders face up to 10 years in state prison with 1-year mandatory minimum

Penalties for causing death: up to 2½ years in house of correction or up to 10 years in state prison and/or up to $5,000 fine; license revocation of 15 years to life; repeat offenders face 5-15 years in state prison with 5-year mandatory minimum

Prohibits continuances without a finding, filing cases, and application of Section 87 (pretrial probation) for these offenses; applies only to suspensions of 30+ days resulting from convictions or court findings, not administrative suspensions
