Allows eligible individuals to register to vote or update their address on Election Day at their polling place during voting hours by presenting proof of residency and signing a written oath certifying citizenship, age (18+), and eligibility

Accepts proof of residency including valid photo ID, utility bills, bank statements, government checks, residential leases, paychecks, or student documents showing name and address

Requires registrants to sign an oath acknowledging that providing false information is a felony punishable by up to 5 years imprisonment or a fine up to $10,000, or both

Permits provisional ballots for those without proper ID, with deadlines to provide documentation: before polls close (municipal elections), within 2 business days (state primaries), or within 6 days (state elections)

Does not apply to town meeting registration and prohibits changing party enrollment at primaries; takes effect January 1, 2028
