Repeals Chapters 94G and 64N of Massachusetts General Laws, eliminating the legal framework for licensed recreational marijuana retail sales and the associated state marijuana taxes

Persons 21 and older may possess up to 1 ounce of marijuana (including no more than 5 grams of concentrate) without civil or criminal penalty, and may gift up to 1 ounce to other adults without public advertising

Possession of more than 1 ounce but no more than 2 ounces by adults 21+ carries only a $100 civil fine and forfeiture; possession of 2 ounces or less by those under 21 requires a drug awareness program, community service, and parental notification, with penalties increasing to $1,000 if not completed within one year

Medical marijuana program under Chapter 94I remains intact, and the Cannabis Control Commission retains authority to regulate medical marijuana treatment centers, testing laboratories, and licensing

Effective date is January 1, 2028, with provisions allowing current recreational marijuana licensees to apply for expedited medical marijuana licenses and sell existing inventory to medical dispensaries
