Requires all health insurers in Massachusetts to reimburse Federally Qualified Health Centers (FQHCs) at rates at least equivalent to MassHealth's prospective payment system methodology under federal Medicaid law (42 U.S.C. § 1396a(bb))

Applies to multiple insurance types: commercial insurers, non-profit hospital service corporations, medical service corporations, dental service corporations, health maintenance organizations, preferred provider organizations, and student health insurance plans

Division of Insurance must promulgate implementing regulations by January 1, 2027, consulting with MassHealth on per-visit payment rates for each FQHC

Insurers must submit annual reports to the Division of Insurance as a licensure condition, demonstrating that total FQHC reimbursements met the required minimum payment threshold

Amends multiple chapters of Massachusetts General Laws (32A, 118E, 175, 176A, 176B, 176E, 176G, 176I, and 15A) to establish consistent payment floor requirements across all payer types
