Higher education institutions are prohibited from withholding official academic transcripts for courses where tuition and mandatory course fees have been paid in full

Institutions may still withhold transcripts for courses or semesters where tuition and mandatory fees remain unpaid

Institutions retain the right to withhold diplomas or degrees for any unpaid debts including loan payments, fines, fees, tuition, or other expenses

Applies to all postsecondary institutions in Massachusetts: public higher education, private occupational schools, and private colleges and universities

Department of Higher Education is required to promulgate regulations for implementation
