Authorizes the Westfield License Commission to convert one seasonal off-premises all alcoholic beverages license to an annual license at 54 Pleasant Street, Westfield

Prohibits transfer of the license to any other organization, corporation, or location

Requires applicants for re-issuance to provide a letter from the Department of Revenue confirming good standing and that all applicable taxes have been paid

If the license is cancelled, revoked, or no longer in use, it must be returned to the Westfield License Commission, which may then grant it to a new applicant at the same location under the same conditions
