Children ages 0-3 entering temporary emergency assistance shelters, domestic violence shelters, substance abuse and recovery shelters, or non-emergency assistance shelters must be automatically referred for early intervention assessment within 30 days of shelter entry

Early intervention services will be provided after an evaluation determines need, as established by an early intervention professional following Department of Public Health operational standards

Amends Chapter 111 of the General Laws by adding Section 249

Department of Public Health must adopt regulations and remove procedural barriers within 120 days of the act's effective date
