Prohibits distributing "materially deceptive audio or visual media" (including AI-generated deepfakes) depicting candidates within 90 days of an election, when done with actual malice to injure reputation or deceive voters

Bans spreading false information about election dates, times, locations, voting requirements, deadlines, or fake endorsements within the 90-day pre-election period

Allows affected candidates or the Attorney General to seek injunctive relief to stop distribution, and permits candidates to sue for damages plus attorney's fees under a "clear and convincing evidence" standard

Exempts interactive service providers (under Section 230), satire/parody content, and news organizations that clearly disclose authenticity questions about the media

Defines "synthetic media" as audio or video substantially produced by generative artificial intelligence, and "materially deceptive" content as fabricated media that would falsely appear authentic to a reasonable person
