Amends the Town of Reading Home Rule Charter to redefine "majority vote" as the affirmative vote of a majority of those present and voting, provided a quorum is present

Establishes that Town Meeting Members who fail to attend at least half of all sessions within one year preceding the Annual Town Election may be removed by majority vote of the Town Meeting, with 7 days notice required

Sets Town Manager qualifications requiring at least 3 years of full-time paid experience as a City/Town Manager or Assistant, or 5 years of equivalent public or private sector experience, with employment contracts limited to 3-year terms

Requires the Select Board to appoint an Acting Town Manager when the Town Manager's absence, incapacity, or illness exceeds 30 days

Modifies recall petition procedures to require 2% of registered voters (including at least 25 voters from each precinct) to file an affidavit, with recall petitions requiring 20% of voters' signatures within 30 days, and no more than 20% of signatures from any single precinct
