Authorizes the House Committee on Higher Education to conduct an investigation and study during a recess of the General Court on six pending bills related to higher education matters.

Topics under study include: a grant program to cover tuition and mandatory fees at Massachusetts public higher education institutions (H.1436), academic transcript notation policies for sexual misconduct (H.1437), college student meningococcal immunization requirements (H.1446), residential preference for financial aid (H.1460), community access to the Reggie Lewis Track and Athletic Center (H.1464), and sexual misconduct by higher education employees (H.4113).

Committee must file its findings, recommendations, and any draft legislation with the Clerk of the House of Representatives by December 31, 2026.
