Authorizes the House Committee on Higher Education to conduct an investigation during the General Court recess on two topics: full student representation on the University of Massachusetts Board of Trustees and public-private partnerships between higher education institutions and private corporations.

Consolidates study of two previously filed bills: H.1439 (student representation, filed by Rep. Daniel J. Hunt) and H.1445 (public-private partnership task force, filed by Rep. Bradley H. Jones, Jr.).

Requires the committee to submit findings, recommendations, and any draft legislation to the Clerk of the House of Representatives by December 31, 2026.
